Second Roadmap Activity in Cambodia

The Second Roadmap Activity for the Kingdom of Cambodia under the EU Arms Trade Treaty Outreach Project (ATT-OP II) took place on 05-06 June 2018 in Phnom Penh.

This two-day workshop was the third of five activities in the framework of the Cambodian Roadmap and was based upon the results of the first assessment seminar in September 2017. The thematic alignment of this workshop encompassed the ATT implementation process, licensing procedures, transit and trans-shipment, brokering, the UNODC Container Control Programme as well as diversion and security.

The first day kicked off with an interactive case study on legal weapon imports. The goal was to find analogies between the existing legal import procedures and a possible licensing procedure for exports and other transfers of sensitive items set out in the ATT. The rest of the day was dedicated to discussions on necessary steps to be taken into consideration before ratifying the treaty.

On the first session of the second workshop day, an expert from Mexico explained the preparatory process for ratification of the ATT in Mexico. This was followed by a panel discussion on Stockpile Security and its implications on safety and arms diversion. Representatives from the Ministry of Interior and the Ministry of National Defence discussed the status quo of the stockpile conditions in Cambodia. This was followed by two presentations on cost effective warehouse security measures and ammunition safety.

The workshop ended with a presentation on Transit and Trans-shipment as well as a presentation of the UNODC Container Control Programme (CCP) implemented in Cambodia. CCP combines risk assessment, the use of test kits for chemical substances and trainings.

The participants engaged in discussions and showed great interest in the topics presented by the experts. At the end of the workshop, valuable insights and ideas were exchanged and possible ways for the further process towards ATT ratification were discussed.

The EU project implemented by BAFA brought together more than 20 representatives of national ATT stakeholders from the Ministry of Interior, the Ministry of National Defence, the Ministry of Justice, the Ministry of Foreign Affairs and the Cambodian General Department of Customs and Excise.
